PROBLEM TO BE SOLVED: To make a converter blowing-control model learn in order to improve the precision. SOLUTION: This method estimates the decarburized quantity during tapping from the quantity of unreacted oxygen at the end point of blowing and carbon concentration in molten steel. Alternatively, the method makes the converter blowing-control model learn from each estimated value at the end point of blowing which is estimated by the converter blowing-control model, each estimated value before secondary refining treatment, which is estimated with the use of several variables including the decarburized quantity during tapping, and each measured value before the secondary refining treatment. Alternatively, the method makes the converter blowing-control model learn from each measured value before the secondary refining treatment, each backward-calculation estimated value at the end point of blowing, which is estimated by inverse operation with the use of the several variables including the decarburized quantity during tapping, and each estimated value at the end point of blowing, which is estimated by the converter blowing-control model. Then, the converter blowing-control model precisely estimates the decarburized quantity during tapping, shows improved precision even when measurement for the end point is omitted.
