PROBLEM TO BE SOLVED: To enable to completely recycle a waste asphalt which causes problems on the recycling, and to make it into an alternative energy source of petroleum in particular into a water slurry fuel of the asphalt, as well as to make it into a storable safe recycle fuel as a water slurry material for the factory or the like using it. SOLUTION: The waste asphalt mixture is subjected to recovering of high quality aggregates for a fresh asphalt mixture through a wet cyclone system, and to separation and purification of a high purity asphalt having a water content of 20 % or less, and then, the high purity asphalt is mixed with a highly concentrated water slurry-making agent to obtain the water slurry fuel.
