PROBLEM TO BE SOLVED: To provide a minus ion generation means with a heating function easily usable at a low cost only for a short time as a health instrument. SOLUTION: A fixing means 12 fixes coral 11 and a moisture absorptive thick cushion material 13a covers one surface or the entire surfaces of the coral 11 fixed to the fixing means 12. An electric heater 14 is provided parallelly to the coral 11 on the fixing means 12 and a mat insert housing cover 15 covers all of the coral 11, the fixing means 12, the cushion material 13 and the electric heater 14. When a thin cushion material 13b is used instead of the thick cushion material 13a (mat to be spread on the bottom), the mat to cover is attained.
