PURPOSE: A message converting apparatus between inter-different mobile communication systems and a method therefor are provided to mutually convert an AAL(ATM(Asynchronous Transfer Mode) Adaptation Layer) message of an ATM-based upper system into a message of a lower system. CONSTITUTION: If an AAL5 message in which an A7 signaling format is included in a payload is received, an IPC(Inter Processor Communication) header processing unit(271) detects the start of the payload, detects the end of the payload as length information of a trailer, and obtains only a real payload. A message copy unit(274) copies the payload processed in the IPC header processing unit(271), and transmits the payload as an A7 message to a lower system(280). A cam unit(275) maps addresses of the lower system(280) and an upper system(210). A packet ID detecting unit(273) calculates a destination address from an A7 signaling message transmitted from the lower system(280) by a VPI/VCI(Virtual Path Identifier/Virtual Channel Identifier) of an AAL5, classifies a desired packet ID, and detects real data. A message copy unit(272) adds a header including the VPI/VCI, inserts an A7 packet into a payload portion, generates an ATM cell, and transmits the generated ATM cell.
