A base for a skin external composition comprises, as a main ingredient, an alkylene oxide derivative represented by the following formula (I): R<1>O-[(AO)m(EO)n]-R<2> (I) wherein AO is an oxyalkylene group having a carbon number of 3 to 4; EO is an oxyethylene group; and R<1 >and R<2 >may be the same or different, and are a hydrocarbon group having a carbon number of 1 to 4, or a hydrogen atom. The base is a water-soluble base that can exert both of the smooth feeling and the moist feeling.
