PROBLEM TO BE SOLVED: To provide a developing roller of improved quality where torque resistivity is increased, and also, dispersion is reduced and stabilized by primer-coating the surface of a core bar and enhancing the adhesiveness of the core bar and the molding. SOLUTION: As to the developing roller provided with a magnet roller 2 having several fixed magnetic poles, a non-magnetic developing sleeve 3 freely rotatably arranged on the outer periphery of the magnet roller, and a flange 4 which is fixed on one side of the developing sleeve 3 and having a center part where the magnet roller 2 is pivotally supported, the magnet roller is constituted of the extrusion-molded product, and the magnetic core bar having the outer peripheral part to which sandblasting and primer-coating are applied is press-inserted/fixed in the inner diameter part.
