PROBLEM TO BE SOLVED: To provide a surge absorber easy to handle, and operating at a low voltage. SOLUTION: The surge absorber is provided with a pair of discharge electrodes 1 arranged with a certain interval from each other, an airtight container 2 formed of an insulating material for sealing these discharge electrodes with discharge gas, a pair of lead terminals passing inside and outside of the airtight container with one end separately connected with the pair of the discharge electrodes, and a dielectric member 4 for supporting the pair of the discharge electrodes. A pair of trigger electrodes 5 contacting with each of the pair of the discharge electrodes and arranged oppositely with an interval from each other are formed on a surface of the dielectric member, and the trigger electrodes are formed of a carbon nanotube.
