PROBLEM TO BE SOLVED: To provide a system for informing a center of an abnormality by which fault information on a traveling object, the position of the traveling object, and time of abnormality occurrence are exactly promptly with simple operation when the abnormality in the traveling object is detected; and to provide a method. SOLUTION: An information transfer device 20 is connected to the traveling object 10. Abnormality information on the traveling object 10 is stored in the internal memory of the information transfer device by receiving the abnormality information on the traveling object 10. The information transfer device 20 controls a cellular telephone 30 with the information transfer device 20 being removed from the traveling object and with connecting to the cellular telephone 30. The abnormality information stored in the internal memory of the information transfer device 20 is automatically transferred through the cellular telephone 30 to a center device 40.
