PROBLEM TO BE SOLVED: To prevent private data from being deduced based on public data while realizing opening of required data to the public. SOLUTION: Data readout management program 6 realizes in a computer 4; a reception function 8 to receive a data readout request for a database 2; a determination function 10 to determine whether or not the registration number in the database 2 is more than the prescribed number of data set up as a minimum number of registration data required for preventing the private data from being deduced from public data of the database 2, when the data readout request is received by the reception function 8; and a restriction function 9 which makes the data readout request permitted when the registration number in the database 2 is determined to be more than the prescribed number of data by the determination function 10, and makes the data readout request prohibited when the registration number in the database 2 is determined to be not more the prescribed number of data by the determination function 10.
