PROBLEM TO BE SOLVED: To provide a flat tire and a method of manufacturing the same, capable of effectively preventing occurrence of cracks and being made into the flat tire with a good performance with a simple structure by enabling turnup edges of a carcass to be put into the inside of a cap tread and to be integrally molded. SOLUTION: In the flat tire, when the turnup edges 3a of the carcass 3 are turned up, the turnup edges are positioned between the carcass 3 and the cap tread 2 and the turnup edges 3a of the carcass 3 are arranged with a prescribed distance S from a belt edge 5a. In a preceding process which molds the cylindrical carcass 3 on a molding drum and inflates this carcass 3, an annular or divided regulating ring 7 with a diameter equal to or smaller than a diameter d of a belt is inserted from a tail side of the molding drum in a center part of a width direction of the carcass 3.
