PROBLEM TO BE SOLVED: To enhance jacking efficiency by preventing a sliding phenomenon of a holding part by the use of a simple constitution. SOLUTION: An apparatus for excavating soil under a pipe comprises a main body frame 11 which is placed on an existing pipe, a cutter supporting frame 12 which is supported by the frame 11 and whose lower end is provided with a pair of cutter devices 56 and 57, movement means 67 and 68 for moving the frames 11 and 12 in the axial direction of the existing pipe 1, a first fixing means for fixing the frame 12 to the existing pipe 1 by holding parts 24, 25, 35 and 36 at the movement of the frame 12, and a second fixing means for fixing the frame 12 to the existing pipe 1 by holding parts 51 and 52 at the movement of the frame 11; and grooves 51e are formed in the holding parts 51 and 52 of the second fixing means.
