PROBLEM TO BE SOLVED: To provide a new chemically stable phosphor exhibiting high-luminance blue light emission in ultraviolet and vacuum ultraviolet excitation and to provide a light-emitting element using the same. SOLUTION: The phosphor comprises a bivalent europium-activated alkaline earth metal aluminate having a basic composition of BaCa<SB>2</SB>Al<SB>8</SB>O<SB>15</SB>and represented by compositional formula (Ba<SB>3-x-y</SB>, Ca<SB>x</SB>, Eu<SB>y</SB>)Al<SB>n</SB>O<SB>1.5n+3</SB>(wherein, x, y and n are each a number within the range of 1.8≤x≤2.2; 0<y≤0.1; 1.8≤x+y≤2.2; and 7≤n≤10). The light-emitting element for emitting light by excitation with ultraviolet rays or vacuum ultraviolet rays obtained by discharge in mercury vapor or a rare gas such as He-Xe, Ne-Xe or Ar is composed by using the phosphor.
