PROBLEM TO BE SOLVED: To provide a polyester resin having good dyeability by a cationic dye, and suitable for forming a fiber having excellent flame retardancy and light fastness; and to provide the fiber. SOLUTION: The polyester resin contains≥80 mol% ethylene terephthalate unit based on the repeating units constituting the polyester, 0.5-5.0 mol% copolymerized sulfonic salt group-containing component based on the whole acid component, an organophosphorus compound represented by general formula [1] (wherein, X is an alkyl group in which two or more hydrogen atoms in the alkyl group are substituted with carboxy groups) in an amount regulated so that the content of a phosphorus atom in the polyester is 5,000-15,000 ppm, and≤5 mol% diethylene glycol.
