PROBLEM TO BE SOLVED: To provide a new phosphorus compound containing no hydrolyzable group in the molecule and usable also as a nonhalogen flame retardant. SOLUTION: The phosphorus compound is represented by general formula (1) (wherein, R<SP>1</SP>denotes a cycloalkylene group or an arylene group which may be substituted and one or two or more methylene groups in the cycloalkylene group may be substituted with a CH=CH; R<SP>2</SP>and R<SP>3</SP>denote each independently a hydrogen atom, a straight-chain or a branched alkyl group, an aryl group or a heterocyclic group and R<SP>2</SP>and R<SP>3</SP>may be the same as or different from each other; and X denotes an oxygen atom or a sulfur atom).
