PROBLEM TO BE SOLVED: To provide a bus controller which changes the transfer rate of a bus while avoiding an increase in hardware. SOLUTION: Based on signals of signal lines 109, 110, 111, 112, a HotPLug control circuit 2 detects that a PCI card is not inserted in a PCI slot 7 or 8 and detects that fast transfer is possible. At this time, if signal lines 113, 114 indicate that PCI cards inserted in PCI slots 9, 10 are capable of fast transfer, a PCIBUS bridge 1 is informed via a signal line 101 that the PCI bus is capable of fast transfer.
