A controller for construction machine comprising a variable displacement hydraulic pump (10) being driven through a prime mover (20), a hydraulic actuator (5) being driven with oil delivered from the hydraulic pump (10), and means (31) for detecting the actual revolution speed (Nr) of the prime mover (20). The controller for construction machine further comprises means (40B) for controlling the revolution speed of the prime mover (20) depending on the control input of an operating means (14a), and means (40A) for controlling input torque (T2) of the hydraulic pump (10) depending on the difference (DeltaN) between an actual revolution speed (Nr) detected by the revolution speed detecting means (31) and a controlled revolution speed (Ntheta) due to operation of the operating means (14a). The input torque control means (40A) controls the input torque (T2) to decrease when the controlled revolution speed (Ntheta) is higher than the actual revolution speed (Nr) and the difference (DeltaN) is not smaller than a specified value (N2).
