PROBLEM TO BE SOLVED: To realize prompt information provision by sign language animation to a hearing-impaired person. SOLUTION: A sign language animation data selection part 8c automatically selects the optimum sign language animation data among pieces of the sign language animation data stored in a sign language animation data base 7 based on a detection signal from an abnormality detector 2, the optimum sign language animation data is distributed to a sign language animation display device 4 via an optimum sign language animation data transmission part 8c and a sign language animation distribution part 9 and information by the sign language animation is displayed on the sign language animation display device 4.
