PROBLEM TO BE SOLVED: To provide an image forming method and an image forming device which prevent pretransferring and do not cause reverse transferring. SOLUTION: In a device configuration for transferring a toner image formed on image carriers 22 (Bk, Y, M and C) onto an intermediate transfer body 31, when a counter bias Vc is applied to the intermediate transfer body 31 of a part corresponding to gaps S1 to S4 formed at the upstream side of the image carriers in a rotating direction with respect to contact parts N (Bk, Y, M and C) between each image carrier and the intermediate transfer body, the counter bias Vc has the same polarity as the charging polarity of the image carriers and also has an absolute value that is a voltage larger than image part voltage VL and controls to satisfy an equation of ¾ Vd - Vc - Vt ¾ < Vth when a surface potential on the intermediate transfer body is defined as Vt, a potential of an image part on the image carriers is as VL, the counter bias is as Vc, a surface potential of a non-image part on the image carriers is as Vd, and discharging start voltage is as Vth.
