PROBLEM TO BE SOLVED: To perform quantization for suppressing deterioration in image quality due to the size of movement or the fluctuation of an image frequency.

SOLUTION: An encoding amount reducing means 43 reduces, for each rectangular region, the encoding amount of code string data from code string data generated by applying orthogonal conversion to pixel values of motion image data for each rectangular region and hierarchically compression-encoding the converted values, according to the movement amount detected by a movement amount detecting means 46, sub-band encoding amount distribution detected by a sub-band encoding amount distribution detecting means 47 and a compression rate designated by a user via compression rate designating means 48. In this way, since quantization in consideration of not only the compression rate but also the movement amount and the sub-band encoding amount distribution is performed, the quantization for suppressing deterioration in image quality due to the size of movement or the fluctuation of an image frequency can be performed.
