PROBLEM TO BE SOLVED: To carry out filling to a predetermined container with a high precision and also enable a reduction in cost. SOLUTION: A filling material 11 stored in a hopper 12 is injected into a filling pipe unit 14 through a flow path switching valve 23, and then the filling material 11 is pushed out to a filling nozzle 15 from the filling pipe unit 14 through the flow path switching valve 23 to fill into a container 16. The filling pipe unit 14 is provided with a sliding head 30 to reciprocate slidingly in a filling pipe 25. The filling material 11 is injected into the filling pipe 25 or pushed out to the filling nozzle 15 by reciprocation of the sliding head 30 in a filling device 10.
