PROBLEM TO BE SOLVED: To provide a sealing plate for a glass EL element, and a mother glass substrate for multiple sealing plates. SOLUTION: An organic EL element 100 having a passive structure is composed of a substrate 10 of flat and transparent no-alkali glass, an organic EL laminate 20 formed on the substrate 10, and a sealing plate 30 formed so as to cover the organic EL laminate 20. The sealing plate 30 is obtained by processing a glass plate of flat and transparent no-alkali glass by an etching method for example, and a peripheral protrusion 31 is formed at its periphery to specify that its center part takes a recessed shape. The top part of the protrusion 31 is glued to the substrate 10 through an adhesive layer 40. The transmittance of the sealing plate 30 is not more than 15 % at the wavelength of 380 mm.
