PROBLEM TO BE SOLVED: To provide an impact energy absorbing member capable of efficiently absorbing not only the small impact energy but also the high impact energy. SOLUTION: In this impact energy absorbing member 1 comprising a steel tubular body 2 having an approximately cylindrical or polygonal cross-sectional shape, and the foam aluminum 3 filled in a hollow part 2a of the tubular body 2, and deformed while keeping an approximately constant reaction force in a stage of loading a compressed load, a plurality of linear laser heat processing parts 4 are formed on an outer peripheral face 2a of the tubular body 2 along the direction of the compressed load.
