PROBLEM TO BE SOLVED: To continue specified cooling operation and heating operation irrespective of the state of an internal combustion engine. SOLUTION: A second water pump 18 is fitted to the internal combustion engine 11, and a first water pump 14 is directly coupled to an electric motor 12 drivable with a drive current fed from a battery 19. A compressor 13 is made drivable by the drive force of at least either of the internal combustion engine and the electric motor 12, connected to a drive force transmission part 15 through a first clutch 16, and connected to the electric motor 12 through a second clutch 17. The drive force transmission part 15 comprises a crankshaft pulley 15a formed integrally with the crankshaft 11a of the internal combustion engine 11, a drive shaft pulley 15b connectable to the rotating shaft 13a of the compressor 13 through the first clutch 16, and a belt 15c stretched between the crankshaft pulley 15a and t he drive shaft pulley 15b.
