PROBLEM TO BE SOLVED: To prevent the movement of stones and a chain of the movements caused by water pressure by using a wooden frame, fulfil a flood control function by flexibility necessary for an embankment, reduce an installation cost as the number of frame members is reduced by arranging the frame body in a zigzag pattern or in a checkered pattern and prevent sand and soil from flowing out from the ground. SOLUTION: A plurality of frame bodies 1 connecting frame bodies 2 in square shapes and constituting them are arranged to form a plurality of rows on the ground in in a state that corners 1A abut on each other and connected with eye-bolts 5 and wires 6. A space surrounded by three or four sides by a plurality of the arranged frame bodies 1 is formed in a frame-shaped part 7. A closed frame member 8 is formed by connecting the frame bodies 1, 1 at the open side of the frame-shaped part 7 surrounded by three sides. A net-like suction preventive sheet 10 is provided in each of the frame bodies 1 and the frame-shaped part 7 and natural filling stones or artificial filling stones 11 are charged on the suction-preventive sheet 10.
