PROBLEM TO BE SOLVED: To provide a construction method preventing infiltration of water from a concrete construction joint surface. SOLUTION: In the water cut-off construction method for the construction joint surface of concrete, the infiltration of water from the concrete construction joint surface 50 is prevented by using a water cut-off material 14 with a dried body of a water absorbing gelatinized substance with high swelling property loaded in a cylindrical bag having water permeability. It is characterized by that it includes a process of finishing the concrete construction joint surface 50 so that it is smooth, and a process of arranging the water cut-off material 14 in the concrete construction joint surface 50 after it is soaked with water in an orthogonal direction to an infiltrating direction of water from the concrete construction joint surface 50, and then fixing it so that there will be no gap 52 between the water cut-off material 14 and the construction joint surface 50.
