PROBLEM TO BE SOLVED: To provide a functional fiber keeping photocatalyst activity over a long period without deteriorating fiber itself by light under living environment and/or being highly hydrophilic without requiring troublesome steps and to provide a member to which the functional fiber is attached, having an anti-fogging property and capable of keeping aesthetic sense of the member over a long period by raining or simple water washing. SOLUTION: The functional fiber is composed of a fiber equipped with a surface layer part containing a photocatalyst (A) and a binder component (B). In the functional fiber, the concentration of the photocatalyst (A) in the surface layer part becomes higher from the interior side of the fiber toward the surface of the fiber.
