PROBLEM TO BE SOLVED: To provide an electrostatic latent image developing carrier excellent in electrostatic chargeability, an electrostatic charge application retaining property, environmental stability, durability and pollution resistance, a developer using the carrier and an image forming method for forming an image of high quality. SOLUTION: In the electrostatic latent image developing carrier having resin on its surface, the resin is swelled by bringing the resin into contact with a medium in which fluorine atom-containing resin and a dispersion medium are contained, and after entering the fluorine atom-containing resin into the resin, the dispersion medium is removed, so that the fluorine atom-containing resin is dispersed into the resin.
