PROBLEM TO BE SOLVED: To provide a program creation method etc. for reducing man-hour of a manufacturer for developing a program and action tests involved in program development when an external apparatus such as a VICS transceiver, an ETC transceiver, etc. is built in a navigation apparatus and operated. SOLUTION: Program codes are extracted from the separated VICS transceiver and the navigation apparatus of a navigation system. The program codes of a main unit LAN driver and a VICS LAN driver are combined and an API is created. The API is used and loaded into the navigation apparatus having a built-in VICS antenna along with a navigation software and a VICS driver.
