PROBLEM TO BE SOLVED: To change the size of an image or to move a region of an image with a small memory capacity at a high speed, with respect to a compression-encoded image.

SOLUTION: A position information adding section 24 provides position information indicating a new position in the image to each tile of a code stream obtained by compressing and encoding image data in a JPEG 2000 algorithm to generate a new code stream. Thus, the image of the generated code stream becomes an image in which the change of the size of an image or the movement of a region of an image are performed to the original image while maintaining all or a part of the contents of the original image.
