PROBLEM TO BE SOLVED: To provide a secure unauthorized use prevention function with respect to the provision of a license for every machine.

SOLUTION: A software cryptographic key generation means 1 generates a software cryptographic key 5a and a software decoding key 5b for decoding software 6b encrypted by the software cryptographic key 5a according to a cryptographic key generation request for encryption of software 6a. A license issuance means 2 encrypts the software decoding key 5b by device identification information 4b according to a license issuance request including the device identification information 4b fixedly recorded in a recording medium 4a in a processor 4 as an object of permission of an operation of the software 6a and outputs a software license 5c including the encrypted software decoding key. Thus, the decoding of the encrypted software is executed only by the processor 4 in which the device identification information 4b is fixedly recorded.
