<p><P>PROBLEM TO BE SOLVED: To constitute a recycling system for detoxifying sludge disposed as industrial waste heretofore to reutilize the same as an organic culture soil and further selling the organic culture soil to a general home or a consumer. <P>SOLUTION: First facilities, which have a means for detoxifying a treated substance or a means for modifying the organic culture soil or the like, second facilities, which measure physical data of a process for forming the organic culture soil or the like, third facilities, which use the organic culture soil or the like to cultivate or consume crops, a flowering plant or the like, and fourth facilities, which recover waste such as garbage, leftover rice or the like generated from third facilities, are connected by a communication means. The second facilities monitor the treatment state in the first facilities and buying the organic culture soil or the like from the first facilities to sale the same to the third facilities.
