PROBLEM TO BE SOLVED: To provide a supervisory control system for a communication system capable of collecting information and distributing its transmission timing so as to reduce traffic and transmit / receive the information surely. SOLUTION: In a network system wherein a network manager 3 and a plurality of devices 2 to be supervised are connected and the network manager 3 supervises a network 1, each of the devices 2 to be supervised is configured to include a means for awaiting an optional collection time after occurrence of a state change as a trap transmission condition and ORing caused state change information items to limit the traffic of the network 1.
