PROBLEM TO BE SOLVED: To provide a windmill provided with a wing passage area regulating device capable of changing the passage area of wings in accordance with the axial center wind speed of a rotor head by connecting a rotor head to the wings through connecting rings, and holding the output of the windmill at the maximum in such a range that the generation of fatigue breakage can be avoided, and a method for operating the same. SOLUTION: This windmill is provided with connecting rings rotatably connected to the outer circumference of the rotor head on the inner circumferential side, and bent at prescribed bend angles relative to the wings to be installed on outer circumferential sides of bent parts. It is also provided with a wing inclining mechanism to incline the wings by rotations of the connecting rings in the axial center direction of the rotor head for changing the inclination angles, so that the wing passage area is regulated.
