PROBLEM TO BE SOLVED: To obtain a water in which the oxygen isotopes of mass number 18 are concentrated as an infrared multiphoton dissociation product. SOLUTION: An ether in a reaction vessel 2 at a low-concentration stage is irradiated with laser beams to form an alcohol as an infrared multiphoton dissociation product, which alcohol is enclosed in a reaction vessel 8 at a high-concentration stage and irradiated with laser beams to produce a mixture of the water in which the oxygen isotopes of mass number 18 are concentrated as the infrared multiphoton dissociation product and the undecomposed alcohol, which mixture is then separated using an apparatus for separating the alcohol and water to obtain the water in which the oxygen isotopes of mass number 18 are concentrated.
