PROBLEM TO BE SOLVED: To provide various structures for communication channels, related devices and regulatory environments, and detecting capabilities and limitations to specify particular (xDSL) communication standards suitable for existing circuit conditions. SOLUTION: A negotiation data transmitter 54 transmits a carrier to a response-side communication device by cooperating with a plurality of initiation-side communication devices. A negotiation data receiver 52 receives the carrier from the response-side communication device in response to the transmitted carrier by cooperating with the plurality of initiation-side communication devices. A selection device selects an appropriate communication device from a plurality of communication devices according to the response-side communication device to establish a communication channel.
