PROBLEM TO BE SOLVED: To provide a polylactic acid-based aqueous dispersion which has excellent transparency, excellent solvent resistance, excellent chemical resistance, and rich flexibility, can form films at room temperature, can easily be coated and impregnated, has good biodegradability, and has excellent film formability and adhesiveness at low temperature, to provide fine particles obtained by drying the polylactic acid-based aqueous dispersion, and to provide a coating film thereof. SOLUTION: The polylactic acid-based aqueous dispersion is obtained by mixing and emulsifying a polylactic acid-based resin with a biodegradable emulsifier and then adding a biodegradable plasticizer at≤100°C.
