PURPOSE: An NMS(Network Management System) and a method thereof are provided to automatically distribute polling target lists when collecting equipment data by using a polling system, and to distribute system load, thereby automatically distributing the load and automatically coping with unexpected deterioration of system performance. CONSTITUTION: An information storage(110) of a load distributive device(100) stores all IP address lists to collect data from an operator of an NMS, and stores information on polling devices(200) for collecting data by using the IP address lists. A load storage(120) stores a load measurement value of each polling device(200). A target list distributor(130) distributes the IP address lists to each polling device(200), operates algorithm for load distribution when load of the polling devices(200) is to be changed, and distributes target lists to the polling devices(200). A load collector(140) is connected to the polling devices(200) in order to obtain a network interface usage rate, a CPU usage rate, and a memory usage rate of the polling devices(200), parses results, and obtains a desired value.
