<P>PROBLEM TO BE SOLVED: To realize such a service as an unauthorized user can be provided with a pay program. <P>SOLUTION: At a pay program management center 15, users owning a receiving terminal 13 are managed while being classified into authorized users and unauthorized users. Decryption key information allowing unconditional provision is distributed to authorized users whereas conditional decryption key information is distributed partially or entirely to unauthorized users by an IC card 16 so that an authorized user can be judged from the content recorded on the IC card 16 on the receiving terminal 13 side.
