PROBLEM TO BE SOLVED: To provide a fixing method used when a working ladder is to be temporarily erected at a civil engineering construction site and a fixing device effectively used when the fixing method is executed. SOLUTION: An L-shaped fixed metal fitting 1 consisting of a plug lever 2 insertable in a horizontal pipe material 24 for a step of the ladder 26 and a supporting lever 3 connected at right angle to the outside end of the plug lever 2 is used, and the supporting lever 3 is connected to a steel pipe batten 27 such as a working scaffold or the like around the ladder by a pipe clamp 14 put on the supporting lever 2 capable of being at least moved and fixed in the longitudinal direction of the supporting lever 3 and rotated and fixed with the supporting lever 3 as the center.
