PROBLEM TO BE SOLVED: To provide a method capable of checking easily the damage degree caused by an earthquake or the like without taking out a reinforcement member of a structural member of a building. SOLUTION: One end 3a of a board-like test specimen 3 extended in the length direction of a steel beam 2 provided between walls 1A, 1B is fixed onto one wall 1A, and the other end 3b is fixed to a movable block 5 moving along a rail groove 4k of a rail member 4 installed on the wall 1B side of the steel beam 2. The maximum moving distance in the thickness direction of the steel beam 2 on the both end 5a, 5b sides of the movable block 5, caused by deformation of the test piece 3 at the earthquake time is determined from stop positions of detection pieces 6a 6b movable on the rail member 4 only in the direction wherein a force from the movable block 5 is applied, and the damage degree of the steel beam 2 is estimated from the maximum moving distance.
