PROBLEM TO BE SOLVED: To provide a controller for a steam regulating valve which prevents air from going into a hydraulic system for driving and controlling the steam regulating valve and is free from the degradation of start-up properties of a steam turbine for driving a feed water pump even if air should go into the oil hydraulic system. SOLUTION: The controller for the steam regulating valve which is equipped with a feed water and turbine speed controller 10 that outputs an electro-hydraulic converter input signal after an actual speed signal and a feed water speed command of the steam turbine 3 for driving the feed water pump 2 for urgently supplying cooling water to a reactor 1 and an electro-hydraulic converter 12 for driving and controlling an hydraulic cylinder 13 after receiving the electro-hydraulic converter input signal and drives and controls the steam regulating valve 5 placed on the side of a steam inlet of the steam turbine 3 for driving the feed water pump 2 by the hydraulic cylinder 13 is so constituted that an oil system to the electro-hydraulic converter 12 is equipped with a feed oil drain pot 9 for removing the air getting into the oil system.
