PROBLEM TO BE SOLVED: To provide an amine-modified m-cresol novolak resin having stability of chemical liquids and corrosion resistance of a formed resin film which are equal to or higher than an amine-modified bisphenol A novolak resin when used as a resin of a metal surface treating agent, and its manufacturing method. SOLUTION: The amine-modified m-cresol novolak resin has a structure in which a substituent to be represented by formula (1) is bonded to the m-cresol ring of a m-cresol novolak resin, and the above m-cresol novolak resin has a weight average molecular weight (Mw) of 600-15,000, and 0.6-1.0 mol of the above substituent is bonded to 1 mol m-cresol ring.
