PROBLEM TO BE SOLVED: To solve the following problem: high-temperature thermal energy is required when hydrogen (H<SB>2</SB>) and oxygen (0.5O<SB>2</SB>) are obtained by heating an aqueous solution chiefly containing sulfuric acid and an aqueous solution chiefly containing hydrogen iodide, separating the water from the solutions by a distillation method to obtain sulfuric acid (H<SB>2</SB>SO<SB>4</SB>) and hydrogen iodide (2HI), and carrying out thermal decomposition using high-temperature thermal energy at about 1,000°C. SOLUTION: An aqueous solution chiefly containing hydrogen iodide or an aqueous solution chiefly containing sulfuric acid is supplied to one side of a selectively water permeable membrane, permeated water is converted to steam by circulating air in the water or sucking the water by a vacuum pump, and thermal energy corresponding to latent heat of evaporation by which water becomes steam is compensated with low-temperature thermal energy from the ambience at room temperature, whereby each the aqueous solution is dehydrated.
