PROBLEM TO BE SOLVED: To provide a flame-retardant aqueous hydraulic fluid having rheological characteristics suitable as the hydraulic fluid even under high pressure or high-speed shear stress and excellent lubricity and wastewater treating properties. SOLUTION: The aqueous hydraulic fluid comprises a phosphoric ester (salt) of a compound represented by general formula (1) R<SB>1</SB>-O-[(EO)<SB>j</SB>-(PO)<SB>k</SB>]-H (1) (wherein, R<SB>1</SB>is a 4-30C monovalent hydrocarbon group; EO is an oxyethylene group; PO is an oxypropylene group; j is 0-33; k is 0-33; and j+k is 1-45), a compound represented by general formula (2) R<SB>2</SB>-O-[(EO)<SB>m</SB>-(PO)<SB>n</SB>]-R<SB>3</SB>(2) (wherein, R<SB>2</SB>and R<SB>3</SB>are each independently an H or a 1-6C monovalent hydrocarbon group; m is 0-18; n is 0-18; and m+n is 1-18) and water.
