PROBLEM TO BE SOLVED: To provide a radio communication data processor and a radio communication system selection method which select an optimum data transfer system. SOLUTION: Upon receipt of a data communication request from a new terminal 3 capable of data communications in two radio communication systems 1, 2, the radio communication data processor 1 checks the degree of the communication conditions of both radio communication systems 1, 2, checks the access condition of terminals A to E being already conducting data communications, calculates the data transfer times in the radio communication systems 1, 2 to/from the new terminal 3 sending the data communication request, based on the checked communication condition and the estimation result of the future traffic condition calculated from the access condition of the terminals A to E being already communicating, and informs the new terminal 3 thereof.
