PROBLEM TO BE SOLVED: To improve warmup performance by minimizing a time required for an initialization specifying the full open position of a valve disk in a cooling device of an internal combustion engine having a flow control valve controlling the flow rate of engine cooling water passing a radiator and performing the initialization when the engine is started. SOLUTION: This cooling device of the internal combustion engine 1 comprises the flow control valve 14 controlling the flow rate of the engine cooling water passing the radiator 12. An electronic control device 40 drivingly opens the flow control valve 14 based on specified drive instruction values until the displacement of the valve element of the flow control valve 14 is restricted by a stopper, and performs the initialization specifying the full open position thereof when the engine is started. In addition, the electronic control device 40 performs the initialization when the engine is stopped and, after the initialization, holds the valve element at the full open position.
