The device includes a charge pump for generating a positive or negative high voltage, an oscillator for generating a pulse signal for driving the charge pump, a voltage control circuit for controlling the power source voltage of the oscillator, a load detection circuit for detecting the load size of the charge pump, and a voltage sensor for detecting the output voltage of the charge pump.
