PROBLEM TO BE SOLVED: To provide an electrostatic actuator for controlling the floating height in a disk drive. SOLUTION: A device that accesses data stored on a medium includes a transducer on a rear face and a substrate having a bottom surface facing a disk and a surface projecting from the bottom surface. An insulation layer is arranged on the surface. An electrostatic actuator electrode is arranged on the insulation layer. The electrostatic actuator electrode faces the medium across a part charged with static electricity of an air layer.
