PROBLEM TO BE SOLVED: To provide an optical function element with high functionality which operates, for example, with a low operating voltage and a manufacturing method therefor by providing a configuration and a method for effectively controlling a photonic crystal from outside with relatively simple configuration. SOLUTION: The relative positions of a structure consisting of a photonic crystal and a second structure which is close thereto are changed to change its characteristics. The relative position may be changed either by controlling the potential between the structure consisting of the photonic crystal and the second structure close thereto or by applying an external mechanical force to the second structure.
