PROBLEM TO BE SOLVED: To easily construct a network of which the running cost is reduced without requiring large scale cable laying work or the like in a network construction system for newly constructing the network in a private facility. SOLUTION: An existent private telephone line installed/accommodated in a private facility 9-1 is utilized as an ADSL line and the ADSL line is accommodated in a network construction system 1-1 to construct the private network. In the network construction system 1-1, the ADSL line composed of private branch telephone lines from respective ADSL modems 10-1 connected to respective user terminals 9-11 is accommodated, the ADSL lines are concentrated to exchange data traffics of the user terminals 9-11 with a station side (backbone) through a station side digital subscriber line access multiplexer (DSLAM) via the ADSL line composed of telephone lines for outside lines (station side public lines) of which the number is less than the number of installed user terminals 9-11.
